Tom was conceding... Let's disband for÷im and move on.
A) If Tom controls three centers, as Tony's summary says, then he doesn't need to disband anything.
B) How does Tom control three centers? One of these statements is factually inaccurate.
Also, I agree with Matt. We're not getting any info out of Tom in the future. Unless he specifically submits disbands, retreats or moves, we should disband for him, retreat for him, and assume that all units hold.
