Winter is Over

The question on every one's mind as we head into Spring 1906 is this: Where is the Kaiser? Two German units have just sort of gotten high and wandered off; will the Kaiser be back to prevent further damage?

Over the winter, Italy built a fleet in Naples while the Russians built an army in Moscow. Meanwhile the German unit in Belgium was disbanded.

That leaves us with this board as we head into the Spring of 1906:
